The clip above consists of surveillance footage made by Chicago-based terrorist David Headley in Mumbai, India, where he was conducting surveillance for the Pakistani terrorist group Lashkar-e-Taiba with support from Pakistan's Inter-Services Intelligence Agency (ISI).
